Regulative Digital Platform COMPETENCE

ORF Act
§4a. (1) The general director shall draw up a quality assurance system which defines criteria and procedures for ensuring the fulfillment of the core public service mission assigned, with particular regard to the independence and personal responsibility of all programming staff, the freedom of journalistic professional practice, and the independence and personal responsibility of the directors and regional directors.
§4. (8) The general director shall draw up a code of conduct for journalistic activity in the design of the content offering in agreement with the editorial committee.

ORF Program Guidelines
In principle, no program genre is exempt from offering sophisticated content. Ambitiousness is derived not only from the selection of topics and material reported on, but also from the way in which these are implemented in programming. This criterion can be met, for example, through special creative, journalistic or artistic quality that encourages critical debate.

INNOVATION

§10. (3) The overall program shall strive for innovation.
§4e. (1) In order to fulfill its core mission under public law, Österreichischer Rundfunk shall also provide an online service which shall include, in particular, content accompanying broadcasts and content directly related to its broadcasting programs.

TRANSPARENZ

ORF Act
§7. (1) The Austrian Broadcasting Corporation shall submit a report to the Federal Chancellor and the regulatory authority on the fulfillment of its mandates in the preceding calendar year.
§4a. (7) The quality assurance system as well as the studies and subscriber surveys prepared for this purpose and the related resolutions of the Board of Trustees and the Audience Council shall be made easily, directly and permanently accessible on the Austrian Broadcasting Corporation's website.

ORF Code of Conduct
Editorial cooperations with companies, institutions, etc. are to be clearly identified. Events for which ORF is a media partner do not receive preferential treatment in reporting. They are also critically examined according to the usual journalistic rules. Journalistic criteria, journalistic personal responsibility, etc. must not be disregarded even in the case of non-profit purposes (campaigns). Broadcast material provided by companies, institutions, etc. may only be used if this does not influence editorial decisions in any way. Any violations are to be prosecuted in accordance with the ORF act.
