Yilmaz Gülüm and Faris Rahoma work as editors for the "ORF-Report." They were awarded the "
Robert-Hochner-Preis" for their courageous reporting and uncovering profiteering with squalid housing for refugees.
The report can be viewed here.
Public Value Check
ORF Public Value asked scientists from Austrian educational institutions to assess the value and benefit of the awarded work. The quotes:
"Investigative and critical journalism in Austria is under threat - making the work of the journalists involved here all the more important. This production makes a significant contribution by not only uncovering hidden issues but also shedding new light on what is already known. The focus on a group of perpetrators and victims, whose fates and crimes are actually known to all of us, shows how necessary it is to repeatedly highlight these topics."
Univ.-Prof. Dr. Sophie Lecheler, University of Vienna
"With the 'Report' on rental houses in Vienna that are overpriced for refugee families, groups of people have again been brought to the forefront of media coverage, who rarely find a voice. The report shows dilapidated squalid housing in the middle of Vienna, where refugee families live in cramped conditions, risking their health irresponsibly. The journalistic function of uncovering serious grievances and stimulating societal debate is vividly demonstrated in this contribution. However, it raises the question of whether a TV report alone is enough of a pressure tool to achieve far-reaching political consequences. Perhaps ORF should also offer the opportunity on other platforms to make injustices and grievances accessible to a broader public."
Mag. Gisela Reiter, FH Wien
"This investigative report not only fulfills a range of public value criteria for various reasons but also demonstrates the fundamental principles of quality-oriented journalistic work through its format by showing and making research methods transparent. Thus, it provides an important communication service for public service program content. It explains quality-oriented journalism."
Univ.-Prof. Dr. Thomas Steinmaurer, University of Salzburg
"The ORF report 'The Business with Suffering' by Yilmaz Gülüm & Faris Endris Rahoma makes a significant contribution to public value by uncovering social grievances that often go unnoticed. Through investigative research, it reveals the inhumane living conditions of Syrian refugees in Vienna and shows how unscrupulous landlords profit from their plight.
With impressive video footage, witness statements, and well-founded research, the report documents systematic violations of rental and building laws as well as the inaction of authorities. It is an example of journalistic responsibility by giving a voice to those who are otherwise unheard. Thus, ORF fulfills its function as a 'watchdog' of democracy by making grievances visible, holding those responsible accountable, and initiating societal debates. This investigative reporting strengthens trust in ORF as an independent medium and underscores the essential importance of investigative journalism for a functioning democracy by exposing abuse of power, social injustice, and governmental failures."
Dr. Denise Voci B.A., M.A., University of Klagenfurt
Further contributions to the discourse on public service quality and the documentation of public value are published by ORF in the publication series "PUBLIC VALUE TEXTE." Over 300 scientists and media experts have published relevant views on the quality debate there. On the topic of "Integration," for example, by Univ.-Prof. Dr. Fritz Hausjell "
Media Integration as a Task for the 'Broadcasting of Society'" or a
special issue on Flight and Quality Journalism.

Integration as a Public Value Category
The category "Integration" documents ORF's performance, among other things, in relation to ethnic groups, migration, and globalization. The category is based, among other things, on the following passages from ORF regulations:
ORF Law
§ 4. (5a) ) Within the programs disseminated according to § 3, appropriate shares in the languages of the ethnic groups for which an ethnic group advisory board exists must be created.
§ 10. (3) The overall offering must strive for quality, innovation, integration, equality, and understanding. ORF Program Guidelines The offerings of ORF should contribute to the reduction of prejudices, especially based on origin, gender, age, disability, religion, nationality, political opinion, homosexuality, ethnic, cultural, and social affiliation.
ORF Quality Profile
Entertainment offerings should appeal to Austrians, but also to all people living in Austria. In this sense, entertainment should also consider aspects of migration, multiculturalism, and social inclusion in the selection, production, and design of entertainment formats and thus contribute to conveying an authentic and contemporary image of Austria.
