1. NEW: Proposal for a public on-demand service with focus on fiction (movies and series)

The presented proposal for a public on-demand service focusing on fiction (movies and series) is both supposed to properly account for the significant transition in the use of media as well as guarantee the availability and accessibility of ORF productions through the provision of an own public on-demand service. As a result not only consumers but also the Austrian production environment will profit.

With the proposal for a public on-demand service focusing on fiction (movies and series) at hand the ORF fulfills its obligation to a pre-order examination. The ORF has subjected the proposal to the “pre-procedure” for the introduction of a pre-order examination by this publication and invited everybody affected by the proposal to comment by the 11th of September 2017.

2. Proposal for the development of the ORF offer in Social Media

The proposal focuses on the development of the ORF offer in Social Media.
This new development should strengthen the additional value
of the ORF offer in social media. Furthermore the ORF offer shall be partially
complemented and overall created more accessible in Social Media.

ORF has handed in the proposal for the ordering verification.

As a result of the incoming statements it is the ORF’s opinion that changes to the proposal were to be made respectively an amendment of the proposed concept iSd § 6a Abs 3 ORF-G, that you can find here (in the proposal through cancelations during the altering mode). If you wish to comment on the amendments please feel free to write an email to (stellungnahmen@orf.at).
In order to obtain the approval of the proposal the ORF has already filed an application at KommAustria.


3. Proposal for radiothek.orf.at


This proposal focuses on the development of Radiothek. The proposal suggests amendments regarding the content and technology area in terms of variety, usability support, easier access and better findability for the users. Hence, in comparison to the general orf.at website, radiothek represents the central free catch-up & demand audio platform, which possess a great added value to the existing radio.ORF.at.

Providing radiothek to the public is according to the ORF Act §4f Abs 1 a tool to fulfil the public-service mandate.
ORF has handed in the proposal for the ordering verification.

4. Proposal regarding oe3.orf.at amendments: Ö3 - Live/visual



Ö3 offers a twenty-four-seven simulcast stream on oe3.orf.at. This sub website Ö3 –Live features a podcast player, which provides the audience with additional information like current podcast title, topic or song. In order to remain being popular for the public, Ö3 –Live has to improve their services in terms of moving images. Ö3 should provide via a webcam live streams of the studio and should also feature the music videos of the current songs in the radio on the new Ö3-Live.
The improvements of Ö3Live online services represent be an important contribution to the fulfilment of the public-service mandate (§4 ORF Act).
