European Convention on Human Rights
Article 10 (1): Freedom of expression. Everyone has the right to freedom of opinion and expression. This right shall include freedom to hold opinions and to receive and impart news or ideas without interference by public authority and regardless of frontiers. Amsterdam Protocol Public service broadcasting in the Member States is directly related to the democratic, social and cultural needs of each society and to the need to preserve pluralism in the media.

ORF Act
§4. (1) The Austrian Broadcasting Corporation shall ensure the promotion of understanding for European integration. (4) In particular, broadcasts in the fields of information, culture and science shall be characterized by high quality. §(4) Comprehensive information shall contribute to the free formation of individual and public opinion in the service of the responsible citizen and thus to the democratic discourse of the general public.

ORF Programming Guidelines
For Austria, its embedding in Europe, its relationship with its neighbors and its ties to this cultural area are an essential part of its identity. A Europe without borders, in which commonality is paramount, is no contradiction to a Europe of the regions.
ORF mission statement ORF is the "Austrian orientation aid" in the national and international diversity of offerings in the world of digital media. In this way, it makes a contribution to European integration.

Article 6-Rights of Parties at the National Level (1) Within the framework of its cultural policies and cultural measures as defined in Article 4, paragraph 6, and taking into account its own particular circumstances and needs, each Party may adopt measures aimed at protecting and promoting the diversity of cultural expressions within its territory. (2) Such measures may include: h) measures aimed at increasing media diversity, including through public broadcasting.

§4. (1) The Austrian Broadcasting Corporation shall provide comprehensive information to the general public on all important political, social, economic, cultural and sporting matters.

§4c. (1) The Austrian Broadcasting Corporation shall provide television special-interest programming which includes a comprehensive range of programs of an informational or educational nature as well as cultural programs. The special-interest programming shall deal with topics related to Austria on an equal footing with European and international topics.

ORF programming guidelines
The ORF must bring its audience closer to both what is foreign and what is its own. It must encourage appreciation of the familiar on the one hand and arouse interest in the new and as yet unknown on the other.

ORF mission statement
ORF is a window to the world as well as the voice of Austria and its culture beyond its national borders. In this way, it contributes to the understanding of international and global interrelationships.
