01 - Trust: Ulla Kramar-Schmid

Ulla Kramar-Schmid is an editor in the multimedia newsroom of ORF. She primarily works as an investigative journalist and has been honored with the "Goldene MedienLÖWIN" for her lifetime achievements. This award annually recognizes "journalists who serve as role models for their work" by the Austrian Journalist Congress. The press release for the award states, "She is probably Austria's most well-known investigative journalist," and continues: "The researcher and uncoverer has been active for many years in the fields of politics, economics, and investigative matters. Her favorite source is people, but she is also fascinated by data and facts. […] She was part of the Austrian team that uncovered the Panama Papers." In an interview with ORF's Public Value team, she emphasizes the importance of reliability and trustworthiness in public service information: "What the public broadcaster presents in the news must simply be accurate. And one thing is clear: you don't win popularity contests with those affected. Complaints often come from various angles, and you learn to live with them. That's why you need bosses who stand behind you and say: It's our job to do it this way - and that's how we do it." Here is the summary of the interview.

Public Value Check

ORF Public Value has asked scientists from Austrian educational institutions to assess the value and benefits of the award-winning work:

"Investigative journalism is crucial for democracies. The work done by journalists like Ms. Kramar-Schmid could hardly be more important. The goal of investigative journalism is to uncover grievances, bring hidden truths to light, and focus on socially relevant topics for the public. Through thorough research and persistent reporting, it contributes to creating transparency, exposing abuse of power, and strengthening democratic values."
Univ.-Prof. Dr. Sophie Lecheler, University of Vienna

"ORF provides a trustworthy foundation for understanding the world through fact-based information, and Ulla Kramer-Schmid is a suitable example: she is well-connected on global investigative research platforms, she prepares the content conscientiously, and she presents the information in an easily understandable way. Showing the faces behind the stories more often or bringing more journalists to the forefront is something ORF can and should further develop. This way, individual journalists can also become visible as experts to users."
Mag. Gisela Reiter, FH Wien

"The journalistic work of Ulla Kramer-Schmid deserves to be recognized in multiple ways. She not only performs important investigative work behind the scenes but also enables complex research to be conveyed and explained through studio discussions. These forms of journalism deserve to be equipped with additional resources within a public service provider."
Univ.-Prof. Dr. Thomas Steinmaurer, University of Salzburg

"Ulla Kramar-Schmid has significantly contributed to quality reporting and the strengthening of independent journalism at ORF. Her in-depth research, ranging from national corruption cases to global revelations like the Panama Papers or Uber Files, is an outstanding example of ORF's public value. With precise and persistent work, she uncovers socially relevant grievances, strengthens transparency, and significantly contributes to critical opinion formation. Through her commitment, she ensures that ORF fulfills its public service responsibility, serves as a reliable source of information, and strengthens society's trust. Her work stands for the highest journalistic quality and a clear commitment to clarification and transparency. Thus, she makes an essential contribution to democratic will formation and shows that well-founded, critical journalism is indispensable for a functioning democracy."
Dr. Denise Voci B.A., M.A., University of Klagenfurt

Further contributions to the discourse on public service quality and the documentation of public value are published by ORF in the publication series "PUBLIC VALUE TEXTS." Over 300 scientists and media experts have published relevant views on the quality debate there. On the topic of the current public value category, for example, by Univ.-Prof. Dr. Dietrich Segert, Dr. Andreas Olbrich-Baumann, a study by several scientists on information deprivation (ORF Public Value - Contribution), or a study contribution by Dr. Krisztina Rotgonyi ("ACCOUNTABILITY AND PLATFORMS' GOVERNANCE: THE CASE OF ONLINE PROMINENCE OF PUBLIC SERVICE MEDIA CONTENT": (ORF Public Value - Contribution).

Trust as a Public Value category

Trust outlines ORF's performance in providing reliable, up-to-date information for all population groups and throughout Austria on politics, economics, culture, science, sports, and society. The category is based on passages from ORF regulations:

ORF-Law
§ 4. (6) Independence is not only the right of journalistic or program-designing employees but also their duty.

§ 32. (1) The Austrian Broadcasting Corporation and its subsidiaries must respect the independence and self-responsibility of all program-designing employees and the freedom of journalistic practice of all journalistic employees in carrying out all tasks assigned to them under this federal law.

ORF Program Guidelines

Program elements of information broadcasts, including moderation, must contain factually based and concrete information; rumors and personal speculation are excluded. Only agencies that are reliably experienced may be used as main information sources without explicit citation.

ORF Quality Profile

The information flood accompanying disruptive changes in the media market, societal irritations caused by fake news and false reports and the increasing technical possibilities of new software offerings ("AI"), whose consequences are still unforeseeable, indicate how important reliable, factually accurate, and trustworthy high-quality public service information is for individual citizens and society as a whole.

ORF Mission Statement

ORF is aware of the trust placed in it by the Austrian population and makes a valuable contribution to public opinion diversity and communication quality, thus promoting tolerance, solidarity, and integration in society.
