04 - Responsibility: Andrea Eder

Andrea Eder is a religion journalist and filmmaker, working among others in the ORF editorial team "Religion and Ethics." In 2024, she won six awards, including the "Prälat-Leopold-Ungar-Preis". Her "kreuz und quer" documentary "Caring Children" (dt. "Pflegende Kinder") was professionally crafted, according to the jury.

"It is important for journalists and directors to have a safe haven. When I can go out and fully concentrate on my story - and not have to acquire the next story in the background - it's a completely different way of working. Especially when dealing with sensitive topics that require years of preliminary work," Andrea Eder said in an interview with ORF Public Value."

Public Value Check

ORF Public Value asked scientists from Austrian educational institutions to assess the value and benefit of the awarded work:

"The public value of ORF productions, in my opinion, lies particularly in giving space to vulnerable and 'invisible' groups in society and making their perspectives visible. This gives people who are often overlooked a voice in the public debate. Personally, this topic was not previously on my radar, but the role of family members - especially children and adolescents - in caring for sick relatives could hardly be more important."

Univ.-Prof. Dr. Sophie Lecheler, University of Vienna

"A central function of journalism is to uncover grievances and give a voice to people who may be on the margins of our society. Caring children or relatives who look after family members are not uncommon in Austria, yet the imbalance in care is rarely discussed in the media. Here, ORF can play an important role: People who make such an important societal contribution and would need more support can finally receive the attention they deserve in public broadcasting formats. This gives the topic more relevance and can ideally lead to real political decisions that improve our coexistence."
Mag. Gisela Reiter, FH Vienna

"Andrea Eder's TV documentary on the topic of caring children cannot be valued highly enough in terms of its contribution to the public value of ORF. It contributes to a deeper understanding of socially essential care services, clearly highlights the societal value, and also emphasizes the factor of social responsibility in this area. This gives visibility to the high relevance and urgency of the topic, making it worthwhile to be shown and reflected upon. From an ethical and social perspective, it is therefore advisable to provide further in-depth contributions in this field."
Univ.-Prof. Dr. Thomas Steinmaurer, University of Salzburg

"Andrea Eder's contribution about young carers in the 'Kreuz und Quer' series makes a socially relevant but often overlooked topic visible: children and adolescents who take on the care of relatives. With great journalistic care and empathy, she not only highlights the physical and emotional burdens of those affected but also questions societal structures and stereotypical role models -especially since girls are disproportionately affected. The contribution raises awareness of a reality that has long been ignored and fulfills ORF's public value mission to provide orientation and address pressing social issues.

Furthermore, Eder's report makes an important contribution to critique and control by pointing out structural grievances and emphasizing the need for societal support for young carers. She not only conveys concrete help offers but also gives a voice to those affected, who are often unheard in public debate. With a successful mix of information, empathy, and education, the contribution encourages rethinking and helps promote the recognition and support of young caring relatives."
Dr. Denise Voci B.A., M.A., University of Klagenfurt

The ORF publishes additional contributions to the discourse on public broadcasting quality and the documentation of Public Value in the publication series "PUBLIC VALUE TEXTE." Over 300 scholars and media experts have shared relevant views on the quality debate there. On various aspects of the Public Value category "Responsibility," for example, by Univ.-Prof. Dr. Ulrich Körtner (ORF Public Value - Contribution) or Matthias Bogner (ORF Public Value - Contribution).

Responsibility as a Public Value Category

The category "Responsibility" highlights the ORF's achievements in areas such as accessibility, services for people with sensory impairments, and humanitarian broadcasting. This category is based on passages from ORF regulations, including:

ORF Law
§ 4. (1) The Austrian Broadcasting Corporation is responsible for adequately considering the concerns of people with disabilities and for adequately considering and promoting social and humanitarian activities, including raising awareness for the integration of people with disabilities into society and the labor market.

ORF Quality Profile

The non-discriminatory consideration of all social forces and individuals is a top priority, which is critically reflected within editorial teams. Non-discrimination is expressed in the selection of participants as well as in the approach to topics, both in text and imagery. Service and information programs are explicitly committed to sensitive design, especially in highly personal areas of life, such as health issues. Interview partners are not only carefully selected but also informed of potential consequences of a media appearance before recording, and they are supported after filming if necessary.

ORF Mission Statement

The ORF is aware of its social and particularly social responsibility and makes a valuable contribution to public diversity of opinion and communication quality, thereby promoting tolerance, solidarity, and integration in society.
