29 - Why does the ORF need 9 regional studios?

Austria is a federal country. The ORF Act takes this into account: it regulates federalism not only in terms of content - Austrian Broadcasting must "take particular account of Austria's cultural character, history and political and cultural independence as well as the federal structure of the Republic when producing radio and television programs and other offerings", as stated in § 4, but also in terms of finances. "The Austrian Broadcasting Corporation shall reserve an appropriate share of its financial resources for the activities of the nine provincial studios," § 5 of the Act states. There are also clear references in the ORF's mission statement, which states: "We offer programming for Austria: As an institution of the Austrian public, the ORF is the country's leading electronic medium, the bearer and promoter of Austrian identity, culture and quality and - based on a vibrant federalism - reflects the diversity of the federal states."
