European Films and Series The ORF video offering (ORF ON, on.ORF.at) has not only experienced concretized framework conditions through several amendments to the ORF Act in the past, but ORF itself has also updated and expanded the offering concept within the framework of the existing legal possibilities. On 11/26/2012, a proposal for changes was submitted to KommAustria and approved by decision on 07/12/2013, KOA 11.261/13.015, (partially with conditions), which, among other things, completed the offering of on-demand programs with high-quality foreign productions in the areas of documentation and auteur films, thus strengthening the public service value.

Now, the on-demand service is to be completed again with certain high-quality, fictional, distinct foreign productions of European origin, which have already been acquired with contribution revenues, to increase the public value of the offering and better meet the audience's expectations of a public service on-demand service.
With the current proposal to expand the video offering, ORF is fulfilling its obligation to conduct a preliminary order review. With the publication, ORF subjects the proposal to the "preliminary procedure" to initiate an order review and invites all those affected by the planned offering to comment on it by November 13, 2025.

With the involvement of the Public Value Advisory Board (§ 6c ORF-G) and the Federal Competition Authority (BWB), KommAustria approved the provision of the online service by decision dated 08/05/2026 (Ref.: 2025-0.784.111-16-A). You can find the approval decision here.
