13 - Added Value: Christian Scheib

Christian Scheib leads "Diagonal" and special projects for Ö1. Many of his moderations and contributions can be listened to online on Ö1. He has been awarded the Silver Medal of Honor for Services to the City of Vienna and the Austrian Cross of Honor for Science and Art. The justification states, "Christian Scheib takes responsibility in his diverse activities: both as a connoisseur of New Music, which he has contributed to the 'Musikprotokoll' of the 'Steirischer Herbst,' and as a program creator at ORF, he promotes first experiences with music that are urgently needed, thus contributing to the fulfillment of ORF's cultural mandate."

Further contributions to the discourse on public service quality and the documentation of Public Value are published by ORF in the publication series "PUBLIC VALUE TEXTE." Over 300 scientists and media experts have published relevant views on the quality debate there. On the concept of Added Value, for example, by Univ.-Prof. Mag. DDr. Matthias Karmasin, Universität Klagenfurt ("Public Value as a concept of Added Value?"); various studies also demonstrate how relevant ORF is for the creative economy and how much Added Value it enables for the country or individual federal states. Added Value as a Public Value Category

Added Value highlights the ORF's performance, among other things, in relation to promoting the Austrian creative economy, film funding, and collaborations. The category is based, among other things, on the following passages from ORF regulations:

ORF Law

§ 4. (1) The Austrian Broadcasting Corporation must ensure the appropriate consideration and promotion of Austrian artistic and creative production.
§ 10. (8) As a cultural broadcaster, the Austrian Broadcasting Corporation should be both a reporter and an independent producer and, above all, a client, employer, and forum for Austrian creativity and contemporary art.


ORF Program Guidelines

As a client and often first publisher of artistic works and scientific findings, ORF should contribute to cultural events.


ORF Quality Profile

Offers on culture and religion, especially films, series, radio and internet features, and broadcasts, fulfill the function of being windows to the world, i.e., making Austrian cultural or religious life known and visible abroad and vice versa, showing international, especially European, in Austria. In the field of film art, visual arts, literature, and music, special space should be given to contemporary Austrian creations.
