Sold out, too far away, or too expensive: Not everyone who wants to can always attend the cultural events they wish to see. This makes the broadcasts from the Austrian Broadcasting Corporation even more important: Operas, concerts, and panel discussions are shown on its various radio and TV programs; cultural events are often also co-organized or supported. The range spans from the Donauinselfest and the Prater Picnic by the Vienna Symphony Orchestra to the Salzburg and Bregenz Festivals, or small and smallest festivals from Austria's diverse cultural landscape.
Culture was the topic of the 2026 Public Value Dialogue: Over
40 young people living in Austria discussed with the cultural representatives of ORF-TV culture on how they should report in the future:
In the series "PUBLIC VALUE TEXTS," Dir. Renate Schröder (EJA) implicitly addresses in her contribution
"PSM Under Unprecedented Attack" how relevant public service media are for cultural events in Europe; she fears:
"If we lose access to public service media, we will also lose access to independent news in many EU countries. We lose culture and sporting events, entertainment, and reliable online content that is freely available on social media platforms."
Similarly, Univ.-Prof. Dr. Manuel Puppis from the University of Freiburg points out in the event of cuts to public service media:
"There would also have to be massive cuts in information, culture, education, and domestic fiction. Private providers would not be able to fill this gap as these contents are not profitable."
In contrast, FH-Prof. Priv.Doz. Dr. Michael Litschka from the University of Applied Sciences St. Pölten presents in the same publication the possibilities in the case of sustainable financing:
"Where, if not in the public service sector, could art and culture also be allowed to fail? Sustainable financing enables experiments that find no place elsewhere: hybrid formats between music, literature, and VR, stages for voices that would otherwise go unheard."
Culture as a Public Value Category
The "Culture" category documents ORF's performance in cultural reporting and in reports and documentaries on Austrian and international cultural and artistic life. The category is based, among other things, on the following passages from

ORF Law
§ 4. (1) The Austrian Broadcasting Corporation is responsible for the mediation and promotion of art, culture, and science, as well as for providing a diverse cultural offering. (4) In particular, programs in the areas of information, culture, and science must be distinguished by high quality.
§ 4c. (1) The Austrian Broadcasting Corporation must, as far as economically feasible, organize a television special-interest program that includes a comprehensive range of programs with informational or educational character as well as cultural programs.
ORF Quality Profile
ORF culture is not understood as art for "elites," but rather it is important to showcase new, attractive content for a dispersed mass audience while not neglecting individual art forms. In particular, the presentation of culture and art, for example through broadcasts, in the form of films or recordings of operas, theater, or concerts, should also consider the audience's desire for relaxation and stimulation.
